Joe Stephenshaw doesn't even deserve 1 star. His office has lost Billions of dollars to Fraudsters and incompetence. California went from having over a $200 Billion budget surplus to having almost a $50 Billion budget deficit. We need a forensic accounting to see where all the missing taxpayer funds have went and why no one is held accountable for all this missing money.

Site states to call if we want to make a complaint against business. I called and was told not to call that complaints are taken only on their form. I wasted 15 minutes listening to rude and obnoxious repetitions intentionally designed to discourage callers.
Further, My call was interrupted several times wit Spanish narrations, because this agency is still living the dark ages and cannot figure out how to have Spanish speaking callers press "2" for a recording in Spanish, and t o properly set that up.
There are no provisions for disabled people with no arms or hands.
